The CIF-Southern Section Council, the CIF-SS rules-making and rules-changing legislative body, meets Wednesday for its second of three annual sessions.

The only “action” proposal on the agenda is one that would add pitch counts to the weekly limitations on baseball pitchers. The National Federation of State High School Associations, of which the statewide CIF is a member, has called for pitch counts nationwide.

Currently, the limition on high school pitchers in California is 30 outs per week. The proposal would limit varsity pitchers to 110 pitches per game for varsity pitchers and 90 for lower-level pitchers. The number of allowable pitches is reduced by number of rest days for a pitcher — if a pitcher has only two days rest between outings the pitcher is limited to 75 pitches, for example.

Coaches would have to keep pitch counts. Umpires would check between innings with the coaches of both teams to find out where a pitcher’s pitch count is before the start of each inning.
